With your budget, there's only one New housing I can think of - Aquatix makes a basic one that starts at around $350 with no controls. It's one of those tube types with a flat port on both ends. You seal your camera in it and use your i/r remote to start/stop the camera during dives. They also offer a simple start/stop electronic upgrade.

Two other options, Backscatter - www.backscatter.com sometimes has used housings for sale. You might be able to pick up an older L&M Stingray or maybe an Ikelite, although the Ikelite will be model specific as it uses levers to control the camera functions. If your camera has LANC control, pretty much any electronic controlled L&M housing will work as long as the port lines up with the lens on your camera. And imho, they're very solid housings, all aluminum with good controls. The other L&M advantage is that their controls are electronically isolated so there's no penetration into the housing, so there's much less likelyhood of a leak occurring.
Tried eBay? There's usually some used housings available. Although alot of them are really old or model specific or the manufacturers are no longer in business as is the case with Quest and Hypertech, two I see show up there periodically. Or the newer ones are really pricey as a lot of people overbid during the auctions, I've seen used housings sell for almost what you can buy them new for.
Contact me if you have any questions, I've been looking into a lot of housings the last couple of months so I'm pretty familiar with what's out there.
