Optimum Image Cache & Memory Usage settings in PS prefs Can't Post

Can someone please enlighten me as to how the Cache Levels setting works in Prefs
Also in Memory Usage - when you set it for a certain % of Ram does this mean that that much ram becomes the exclusive domain of Photoshop - not allowing other apps to use it
I have a gig of Ram and I often have Vegas open at the same time and am not sure what to do with these settings - trial and error has led me to inconclusive results so far

Even some general guidelines for these two would be most appreciated
