PSE2: Sometimes I cannot add a bevel to a layer?? Can't Post

I'm making a DVD cover, and am putting some frames of video on the cover. They are just .png files captured in Vegas.

I add a "inner ridge" bevel to each image, as a little border. 99% of the time this works fine. But sometimes, when I click the "inner ridge" icon, I can just BARELY notice a little change on the image around the edge. I don't understand, it will work fine for every other frame on the cover, all captured in the same file format, at the same time. I've tried moving the layer to the top, duplicating the layer, rebooting the computer, etc., and it still does it.

Any thoughts? It only happens on rare certain frames.

The only thing off of the top of my head is: Have you resized the layer to fill the screen and do you have the edge of the layer well beyond the edge of the viewable image? If I recall correctly, the bevel goes from the edge of the layer, not the edge of the viewable image when you apply it to the layer itself.

Hmmm.... is your color selection (foreground / background) always the same? If you change any of the colors and then apply filer or effect it would produce different results. Sorry Rusty this was the only thing that came to mind. Without seeing the file it is really hard to tell.
