I'm not aware of any vector-scope type of thing in photoshop. Are you looking at color correcting for skin tones? If so, I recommend the book "Skin" for digital photography. It goes over TONS of ways to color correct, enhance, modify, etc. with the focus on skin tones. What you basically look for is a balance of CMYK on properly exposed skin tones. M and Y should be fairly close to each other, and C should be roughly 1/2 to 1/3 the value of the M amount. This is a "general" statement, though, because shadows make a difference, and the type of skin tones the person has also makes a difference.
