You might not be able to do it. If I'm understanding correctly you have an original picture that is small and the customer wants you to blow it up to at least 10" wide? It's probably not going to be possible to blow it up that big without some pixelation. How about a 5"x7"?

"18M"? Do you mean an 18 megabyte file? What are the dimensions in pixels? For print, you can print an image that's 300 pixels high at 150 dpi (which will create a 2" high printed image) without losing too much resolution.

Go to "image" tab.......... "image size"........."document size"........ set the "constrain proportions" on(with check mark)
set the "resample image" on (with check mark)
set the width to 10" ( if its not showing inches, click the down arrow to the right of the width box & select inches)
set the resolution to 300 and to pixels/inch

In the image size window

Deselect 'Resample Image'

In the middle section titled Document size, click on the dropdown menu to choose inches, then enter 10 for your width

The resolution will automatically adjust to your dimensions without changing the file size. An 8x10 at 300 dpi is about 20mb, so if you are 18mb you'll be fine
