Filters, looking more filmic Can't Post

I've seen some digital videos that look a lot more like film than one typically gets with DV. I was wondering how this is achieved, filters? Post effects?

Try a Pro Mist Black #1 or #2 filter on the camera lens. Also a lot of the look is accomplished in the lighting. No easy to tell you how to do that. But see our article in the Free Library on this site "Making Video Look Like Film" or something close.
