there are a couple of ways to do it in post. here are the three easisest that i know, that don't use Adobe After Effects.
1) if you are shooting in 4:3, you can import the footage into your NLE then mask the top and bottom to get the aspect ratio you want. you have to be careful how you frame your shots, though. and the amount of time it takes to re-render almost makes it easier to put a black letterbox cutout in front of the lens when you shoot.
if you are shooting in 16:9 mode, or using a 16:9 anamorphic lens, and want to retain that aspect ratio on a 4:3 screen, it gets more complicated.
2) in Adobe Premeire 6.0 you can import the footage into a project set at 4:3, then use the Perspective Transform effect in the Video Effects pallete to compress the height to 75%. you have to re-render the whole project, and the compession adds some noise.
3) if you don't have AP 6.0, follow the link to a tutorial on how to do it with QT Pro.
