First, use 83 minute tapes. Then YOU can also go over an hour. If they're scheduled for hour long periods that can give you some leeway.

Next, tape with TWO cameras and stagger when the tapes get changed. This will prevent the loss of any information.

There are other options available as well. For example, you could connect the camera to a deck and record on a deck that allows longer recording time. Or you could record to a hard-disk based system like a firestore or even a laptop. Then you wouldn't have the time limitation.

I guess I don't understand the question. Any tape with footage that needs editing would need to be captured and edited. If you're not doing the editing then you'd need to give them to the person that is.

i have the ability to dump the footage to my computer, so i was wondering if that's what i send to the editor, or the original tapes.

I would see no problems in sending the editor either a firewire drive with the files OR the tapes. Either should work fine. The one thing you should do if sending a drive is to make sure you're sending a format most compatible with their NLE (i.e. I wouldn't want to send a DV-AVI file to someone on FCP as a MOV file is more compatible). Probably the easiest would be to simply send the tapes. If YOU want to keep a copy, then just capture to your computer before sending.
