Making borders... Can't Post

Seems like it should be so simple... but how do you make a simple white border around the photo? For example, I really like Toogy's borders, with a slight burn on the edges. Is this something done in PS or other software when converting it to a web image?

I would guess that Toogy has an action that would apply both the border and burned edges to either a horizontal or vertical image. White borders could be applied by select or even the crop tool. The burned edges are usually a separate layer sitting on top of your original image.

Action central has a lot of psd layers or you can select all /stroke or paint around the edge on a new layer mask for a sloppy border
