Greetings!

Question on legal obligations regarding incidental people filmed in the background "on the street." If filming something, like a documentary or expose, is there a fair-use right to have those people appear in the background without getting release forms from them all? Not necessarily asking for a legal opinion, just kind of a rule-of-thumb on this issue.
