I want to shoot short film on public street. I want to know do i need to ask any one to shoot in public or can i just shoot video.


Can some someone tell me

If you're shooting in public, I say, just go out and shoot. It would be great to get permission from whoever might end up on film or tape, but realistically, you probably won't be able to get everybody there to sign a release. It mainly depends on the location and what type of project you're shooting.

You could probably get away with it if you're not hauling around a bunch of equipment or jamming up a high traffic area, for example, in front of a business or in a public park. You could also probably get away with kindly asking someone if they wouldn't mind stepping to the side, if they're in the shot and you don't want them there. I had a small experience on a film where a guy was in a shot and I had to ask him to move. He was pissed, but he still got out of the way.

Lots of variables here. If you are a one-man team, you should have no problems. The equipment will have something to do with it too. If anyone official stops you, you can say your DVX is for personal use, but its hard to make the same case if you are shooting 16mm. I remember in an episode of Film School that they got prevented from shooting a New York skyline from the Staten Island ferry because they did not have a permit. If they had been shooting with smaller equipment and not acted like they were shooting a movie, the cops wouldn't have said a word. If you have a sound person or a PA, you are higher profile. Most cities want you to get a permit, but I have never heard of jail time for not getting one. If you are in a major city, a couple of discrete inquries would be in order. Dial the phone and ask the rules. Then at least you know how paranoid to be.

Oh yeah, you may also find that by asking, you will find help you don't expect. Referrals, location suggestions, tax breaks, other resources that may be available.
