If you're shooting in public, I say, just go out and shoot. It would be great to get permission from whoever might end up on film or tape, but realistically, you probably won't be able to get everybody there to sign a release. It mainly depends on the location and what type of project you're shooting. You could probably get away with it if you're not hauling around a bunch of equipment or jamming up a high traffic area, for example, in front of a business or in a public park. You could also probably get away with kindly asking someone if they wouldn't mind stepping to the side, if they're in the shot and you don't want them there. I had a small experience on a film where a guy was in a shot and I had to ask him to move. He was pissed, but he still got out of the way. Let me know if that helps or if you need any other advice.
