Given a preference Joe, I would chose a composer. There are many times where I'll want a style of music for a video that either doesn't exsist in our library (or I can't find it) or I want to take an exsisting piece of music and modify it. In my mind, this requires a composer. There are a few projects that crop up from time to time that require a complete written score. These are usually shorter, high budget videos. I also believe that a good composer can be a sound designer as well, but a sound designer may not be a good composer.
