What are the laws about using a few seconds of a song in a film?
similarly, is there a leagal way to use a shprt clip of a copyright movie in my film for a few moments.

I'm no lawyer, but if you're admittedly trying to find loopholes in copyright law, doesn't it sound illegal to you?

Paying for it usually works. Or at least write the copyright holder to see if it's OK.

If you're simply making a student film don't worry too much about it. We use to use copyright music all the time in our student productions. If, on the other hand, you're making a film for profit...pay for the rights. Period.

i was told once that it's perfectly legal to have a couple of seconds (say max 8) to loop continuously. Meaning no copyright is granted. Check with your legal advisor to be sure. Maybe European law differs from American.
