hi, is there anyway i can film, using a mini dv camcorder, a car driving down a road and add the fog in post?

There are fog and smoke generators in Adobe after effects and Shake. As long as it's not too many shots, it can stay relativly simple.
Or you can write the 'fog' aspect out of the story. This is the cheaper option, and IMHO the best.
