Mark put it quite simply when he wrote "35". 35mm cameras can be quite expensive and the film costs can run into the tens of thousands of dollars. Bear in mind that the cost of the camera and film are only a small part of the production process when making a movie.
If you're wanting to produce an independent film, I would seriously consider shooting on super 16mm or digital video. Super 16 can be blown up and transfered to 35mm if your film is a hit and finds a distributor.
If you have a large wallet or a rich uncle, then you can think about shooting on 35mm.

ok thanks, but say i shoot on 16, and then i get a distributor and they blow it up to 35mm, will it look exactly the same, or slightly off?

The picture won't look quite as clean as a 35mm print but as long as your DP knows his or her stuff, a super 16 to 35mm print shold be just a bit more grainy.
