Does FCP have a rate stretch tool? Can't Post

Premiere has a tool that allows you to stretch a clip to make it fit into an edit. If you stretch the clip, the rate of the clips is changed which slows the speed. If you have to squeeze the clip to make it fit into the edit it will speed up the rate of the clip. I know FCP has to have a similar tool, but Im not sure what it would be. Any ideas?
