Putting Together an Editing System...Need Advice Can't Post

Okay, any knowledgeable advice that anyone can give regarding this would be greatly appreciated.
Our office needs to set up a video editing system. We are in the beginning stages of creating a small production facility. We want the video that we put out to be of very high quality. However, we are not sure if it necessarily needs to be broadcast quality. This is because the video will most often be used in CD-ROMs. However, most of our source footage will be from Beta SP. We definitely want to be Mac based (or I wouldn't be posting to this message board!). Also, our other office (not in the states) has an AVID...so that is one option we are considering. We want to be cost effective though, so we are leaning towards a Power Mac G4.
Here is the configuration we have come up with so far...we are not completely sure on some aspects of this:
-Power Mac G4, 400 Mhz or 450 Mhz, SCSI drive
-Targa 1000 or 2000 or Pro capture card...we think a Targa since we will have to bring in component video. This is the reason for opting for a SCSI rather that IDE. I spoke with Pinnacle Systems and they said you need a SCSI controller for the capture card to work with the G4...so you need a G4 with a SCSI. Pinnacle did say that they tested the G4 with the Targa card and it works. IS THIS THE CARD TO GO WITH? DO ANY OTHERS SUPPORT COMPONENT VIDEO?
-Adobe Premiere 5.1 (we have) or maybe Final Cut Pro. DOES PREMIERE REALLY HAVE A LOT OF PROBLEMS WITH THE G4? WILL HAVING A CAPTURE CARD ALLEVIATE SOME OF THE PROBLEMS THAT MANY ARE HAVING WITH G4/PREMIERE/FIREWIRE?
-Sony UVW Betacam SP deck
Other questions:
-I've read something in this board about an analog to digital converter...would this work from a Beta SP deck? If yes, how does the quality compare to a capture card?
-Comparing the best video output from an AVID system, such as MC 1000 or Xpress, and from a G4 with video capture card...is there any difference if just being put on a CD-ROM (obviously, before compression)? The reason for this question is that we want to stay with the highest quality possible up until the end.
Okay...anyone with comments...please post!

The analog to digital converter would turn your analog BetaSP signal into a DV data stream. The DV codec is great but nothing compares to uncompressed 601 that an Avid can handle. If you are going to CD or other compressed mulitmedia I would say use the sony converter. DV's requirements are very small and the IDE drives can easily handle the requirements. I have the slowest oldest beige G3 ever made and my drives are easily 4 times the speed they need to be. Get the cheaper and larger IDE drives. You will need an editing app like premiere. Go to the like below and look at the article about the myths of DV and see for yourself. Then buy Media Cleaner Pro.
