Ramping speed of Video Clip in Premiere? Can't Post

Hi,
I want to ramp a video clip's speed over the course of its duration and was wondering if it's possible to do this in premiere.
For example, let's say that the clip originally starts out at 10 seconds in length and I want to ramp the clip from say 200% to 100% over the course of the clip without breaking it up into several sections.
If Premiere can't do this, is it possible to do in After Effects?
