Serious Mac problems... Can't Post

I really need some help. I've got my PowerMac 7600/132 all messed up.
I'm Mac illiterate having learned what little I know on PC's one with a FAST Video Machine Lite installed.
A friend gave me the Mac and I decided to install Adobe Premiere in it...I'm still getting this configured but meanwhile I had put in a DC20 card.
Friday, 12/17 I had the Mac via it's already installed ethernet modem, connecting to a DSL service. The telco tech spent about 4 hours on the job, had problems himself because I was on of the very few Mac's he had run into, but he left me with the service working.
By Saturday it would no longer access it's mail but I roamed around at high speed anyway. I was soon to learn the telco CD was old and had installed Netscape 3.1 and since my Mac was on the 7.whatever and to get the free upgrade to Netscape 4.?? I first needed to accept the free Mac upgrade to 8. whatever.
Okay I tried. Nethier one seemed to work although my Mac desktop has an Icon saying "Comm.4_Complete_US.bin" and another one with "Comm.4_Complete_US" The first with an icon which looks like a page with the corner turned down, the second an icon with 4 arrows pointing out.
What has happened is now I can't get my DSL connection.
One message is:
Another devide on your TCP/IP internet, which has the physical address 00 00 00 00 00 (the number), is currently using the same IP address (a number). Your TCP/IP network interface has been shut down.
Another message I've recieved is:
Netscape is unable to locate the server:
home.netscape.com
The server does not have a DNS entry. Check the servername in the Location (URL) and try again.
Another message which has appeared:
Netscape Navigator 3.01 error type 11
When I finally connecting with telco tech after holding for right at 40 minutes...their nickel, I learned (of course) it was something I had done. Not them.
The only other thing I know which was done other than attempt to download Netscape 4.x version and Mac 8.x, w

Charlie I have the same mac only i put in the newer g3 card.. anyway set up two extensions groups. one for internet access and the other for editing. for editing throw out anything that does not have anything to do with video editing including internet stuff. for internet do the same. this will eliminate conflicts. go bare bones on both extensions groups, if you get it to work then you can slowly add stuff. If tech support already told you this then just flush this note.

* When the .bin file is unstuffed, you get the installer. Double click on the installer to open it. If the installer doesn't open, then the file is corrupted, so you have to download it again.

* Did you fiddle around with things like dial-up settings or netscape preferences?

* MacOS 8.6 may be free, but you have to purchase MacOS 8.5, to be able to use it. MacOS 7.x can't be upgraded to MacOS 8.x.
If you have MacOS 7.5 then the free update you want is 7.5.5.
If your system was running MacOS 7.x and you installed the 8.x upgrade, then your best chance is to reinstall the system software.
To reinstall: 1.Put in your System software CD (Every Mac has one)
2.Press restart then hold down the 'C' key as the computer restarts.
3.Kepp your finger on the 'C' until you see the happy mac icon...
