Advice On an Idea Can't Post

I have two questions about to different subjects.
First, I want to approach some local skateparks about producing skateboarding videos and have considered approaching them along the lines of a subsidy video i.e. let me shoot at your park and collect footage to produce the videos and then I will give a percentage of the profits back to the park. I'm sending them an information packet about the benefits of doing this but wanted some ideas of what you would include in the packet to entice them.
Second, what is the difference between doing video as a hobby and doing it as a freelancer? What are the legalities of both? I've been looking for info on freelance and no one can seem to give me the proper answers, some people say you don't have to charge taxes for freelancing or do a seperate tax form for it. Any information would be appreciated.

Why offer the skatepark a percentage of the profits? Sell them on the idea of you producing a video for them, and THEM selling it. That way you make your money up front, making a promotional product for the skatepark.
As far as taxes and business licenses and such, that depends on where you are. Check with your city or county government offices.
