Allowing clients to copy promotional DVD's Can't Post

I have two projects coming up, both are promotional DVDs for small business who intent to hand them out to interested clients and I'm just wondering what others are doing in relation to copies.

A- should i dis-allow clients from copying their own promotional DVDs as we own the copyright. And charge per copy as was done in the past with VHS. (they will probably make copies anyway. this may also deter business from using video as a promotional medium in the first place)

B- should i allow clients to copy their promotional DVDs and supply them with cover and disc art work(might be a great selling point as they can copy the DVDs at their leisure, we would however loose potential sales)

c- should i sell them the right to copy the dvd under a contract that allows them to only make disk to disk copies for promotional use however we would legally retain copyright. If so what would i charge for this?

My corporate/business contract states that copyright transfers to the client upon payment of all invoices on time (subject to whatever restrictions I have on me re: music rights, etc). I retain right to use any and all material for promotional purposes. I charge them for cover art, for my time in managing a duplicator, but do not mark up the copies. ie. they can use who they want for dups, both for first run and future runs. Corporate work is usually done this way AFAIK. Note that I charge more per hour than for personal projects, where I retain the copyright. And they do NOT get all materials, just the finished project.

Not every client or project needs this, but generall they get ownership unless there is a good reason NOT to.
