PAL transfer to NTSC Can't Post

OK here is my dilemma - I run a small video production company and I've been approached by several people to transfer PAL tapes they have received as gifts to NTSC. I was under the impression that as it was an accident they received the wrong standard they could be transferred over no hassles. I called the MPA guy in my area and he says it's illegal for them to be transferred by anyone. The consumer needs to buy a machine or find a friend of a friend to do this, but for us to make money off it is illegal. Anyone else have this problem?

We do pal transfers - we are covering our cost when we charge - $19.95, and "don't make any money"
