Public Domain Question Can't Post

I know that this site has some dealings with Public Domain, so i thought someone might be able to answer a question for me. I know that there are a lot of cartoons and other films that have fallen into the public domain... but i'm wondering if this means that their soundtrack has fallen into PD as well? In other words, if i find an old superman cartoon that is now PD, can i sample dialogue from that cartoon for use in commercial music without having to garner permission?
If someone could drop me an email with anything that could shed some light on the subject, i'd be very appreciative.

Hi Brent,
The sound track is not PD. as a matter of fact, the images (ex: superman)
are also not PD, what PD is, is the product you purchased is available to you
for your own use, however you cannot use any portion for sale or use for another
project. Also there was a new measure just passed called GAT Treaty, (i may be wrong with the name)
This was passed so anyone of a previous owner can renstate his claim to the
film ,cartoon etc and own it once again.
PD is really not what it used to be , there are to many ties and legal situations
that can put you liable for even the slightest image. EX: a company I know
had some PD film from a very famous cowboy(used to own a ball team)
the footage was purchased as pd, when it was released, they were sued by the
company for the music.
Most major distributors are getting away from PD for this and many reasons.

Any kind of media you can image is available in the public domain: films, books, magazines, articles, etc.
