Using clips from a film Can't Post

Hello all. I am in the process of shooting a video for a non-profit museum about a film festival. I would like to interview and capture people's reactions to the films that they saw. I also would like to include some clips of the films in this video. There were a lot of documentaries shown and I would be including mainly those as well as (low budget) independant films. Is there any copyright laws for this? Do I have to get permission if I am going to use a 30 second clip of a documentary in my video?

...I've actually had clients ask me to pirate the FBI warning at the top of a video...

Assumption: the non-profit you are producing the video for hosted/ran the film festival in question. If so, the producers of the films that were entered had to provide some kind of release, which may or may not include the use of pieces of their films for promotional purposes. Best to check with the non-profit's attorney to see what kinds of rights the non-profit received form the producers and then go from there.
