charge for video footage Can't Post

Here is a request I received a while ago which I would like to quote so that you can understand the situation more clearly. It presented an interesting cost question for me since I had/have not yet had buyers of my video footage.
Here is the letter:
"I am working on a television program called Cooking With Mom, featuring Haitian-born actress Garcelle Beauvais-Nilon.(NYPD Blue, etc)
Cooking With Mom is a one-hour special that will air on Mother's Day on the Food Network in Canada and WE: Women's Entertainment channel in the US. The show features three celebrities and their mothers cooking their family's favorite recipes and talking about the traditions and culture that make them
special.
Garcelle and her mother are cooking griot, lumbi and bananes pesees. We would like to have video of Haiti to run as B-roll during Garcelle's segments. I came across the Island Systems video on your website and was wondering if the Haiti video you have on the site is available for use during the show.
We are going into post-production in the next two weeks, so time is of the essence. Please contact me or production manager
to discuss terms of use."
After several back and forths on this with her I learned only at the end that they expected receive this free of cost! (I declined the offer.)
However, I am interested to know how much would be a reasonable rate to charge for such footage and how would terms of use be for a four year use of the footage worldwide, as they were requesting. (which remember, they expected to be free of charge)
She discovered the footage of Haiti from my company's website; if you want to check out the little clip to which she was referring: http://www.islandsystems.com/haiti/clip
Of course this would have required basic editing of my original footage as they wanted more than the QT version of the clip, but extra footage to use as B-roll.
I very much appreciate any insite on this. Thanks much!

That dreaded F-word. "free." If they wanted this for a
local cooking show or a regional psa -that would be one
thing. For a cable tv show (which they are probably NOT
shooting for free)...it's another.
Licensed footage can run from $75 bucks a clip to $200 a second,
depending on the source and the usage. Best Stock Footage, for
example, charges $100 a second for a US/Canada tv show, "licensed
in perpetuity." And rates are based on a 10-second minimum for
one shot. Encounter Video charges $50 per second, same deal -
minimum 10 seconds per clip. Those are just the first two I
googled but it will probably give you some idea of how much
people PAY for licensed footage.
The esteemed Hal Landen has a royalty-free stock package on
Video U for under $300. So you might want to follow that lead
and offer them 'non-exclusive' rights for a smaller amount.
Under an agreement like that, of course, you could always
resell your footage to other people.
