Shifting picture Can't Post

Occasionally my frames show what looks like a shifting or a wave moving horizontally in the picture, very brief. Know what this is? What to do?
I am hesitant to clean the heads for three reasons:
It is not good for the camera.
This is the standard answer when one really doesn't know what to do.
It is not pixelation, with colored squares, and it is not horizontal lines moving across the frame, which DO indicate, I think, that the heads are dirty.
The only tape I use is Panasonic AY-DVM 63PQ in my Sony VX2000

Does the image shift for just a second?
Does it do this in the same spot when you play back/capture the footage? (I am assuming you see this in the viewfinder while recording?)
Do you have the steady shot turned on or off? if it's 'on' does the camera still do this when the steady shot is off?
Are you using any 2 way radios? This will cause a problem with the steady shot if the radio is too close to the camera when you transmit.
