The certification requirements depend on the state in which you hope to teach and the actual title of the class. I teach video production as an essential part of my high school broadcast journalism class and my state requires a journalism certification for this particular class. However, there is also a theater course called film/video production which has an open certification. In some cases, these classes are vocational and require a vocational education certification. Many/most states also allow local educational governing boards to create their own electives and approve course descriptions and content standards in addition to those on state level. Often video production is found as part of a media or technology class, or even begins as extracurricular.
Bottom line: check your state's Department of Education website or call the local administrator in charge of curriculum.
