Help VCR to VCR Recording Can't Post

Two VCRs hooked together, all cables are correct doubled checked channels set and both set to the proper L1 port.
tryed everything they will record off tv programs and play but won't record one to the other what am I doing wrong.
is it possible the audio / video cables are bad they are brand new.
Please email me if anyone knows what prblem can be

I swear I'm going to write an article for Hal's Free Library on this topic, it comes up so often!
Check the following:
1. On the VCR that has the tape you want to copy, make sure the cables are connected to the audio and video OUT jacks.
2. On the recording VCR, make sure the cables are connected to the audio and video IN jacks.
3. Set the recording VCR to Line In (in other words, tell it to look at the signal coming into its input jacks, rather than its TV antenna terminal). This is done in different ways, depending on your VCR model. Look for a button on the deck, or on the remote, or an on-screen menu setting, for "Input Select", or "Line In", or the like. Some VCRs reserve one channel number (e.g., 99) for this purpose.
4. Hook a TV set to the audio and video OUT jacks of the RECORDING VCR. If your TV doesn't have RCA style inputs, use a coaxial cable to connect the RF OUT threaded terminal on the recording VCR to the ANT IN connection on the TV.
5. Rewind both tapes. Push PLAY on the source VCR, and REC on the recording VCR.
