Horizontial lines across captured image Can't Post

I'm very new at video editing and my first snag is getting green horizontial lines across almost anything I try to capture to the computer. I'm sure its operator error but I'm at a loss.
Using Windows XP and a Sony TRV 318. Any help would be greatly appreciated.
