Sounds like dropped frames. This occurs when the disk can't write fast enough to keep up with the incoming video.
1. Capture to a different physical hard drive (not your C:\ drive).
2. Use a 7200 rpm UDMA 100 or 133 drive, or a 7200 rpm SCSI drive.
3. Make sure DMA is enabled on the IDE bus of your capturing hard drive. Check that in Control Panel/System/Hardware/Devices/Properties/Advanced.
4. Turn off all background programs such as virus scanners and screen savers.
5. Turn off Indexing for your capture drive, if using Windows XP or 2000.
6. Do not enable compression on your capture drive.
7. De-frag your capture drive, if it's been a while.
8. Check the capture settings for your particular software. Make sure they match the settings of the incoming video (generally NTSC DV, 48KHz or 16 bit audio).
