I accidently recorded over a section on our Hi8 tape. Is it possible for a professional or anyone for that matter to access what was taped over?

No. The previous material is permanently and totally gone. This is why it's a good idea to:
1. Always use a new tape at the start of a new shoot, rather than leave a tape in the camcorder until it's full.
2. Once you've taped an event you know you want to keep, slide the "record inhibit" tab to keep from recording over it accidentally.
3. Label the tape as soon as you take it out of the camera. Otherwise you'll be wondering "gee, is this cassette blank, or is it Billy's sixth birthday party?"
