I teach broadcast journalism in West Virginia. The best way I've found to generate excitement is to create an audience for your students' work: school's closed circuit system, local cable, school assembly w/admission charge and a video projector/8-foot screen and cash prizes for best videos, or stream it to the web. The second motivator is MONEY. Teach your students then let them get paid for their work through a school-based enterprise. Clients pay a fee for video production services; part goes to pay students and part to your program for gear. Phil Harris at Fairfax Academy is a master at this.
