4-Input switching with clean cuts Can't Post

I tape local government meetings for Public Access airing. The setup consists of 4 cameras hardwired to a Videonics MX-1 mixer. Last week the MX-1 crapped out on me and I'm looking for a replacement that can handle 4 inputs, sync them and produce clean cuts. Cuts are the only transition we do so a mixer is really overkill for us. The ONLY reason for the mixer is the genlocking capability. I would like to go with a simple 4-input vertical interval switcher, but then I need a means to genlock the sources. That has been the problem. I know I could go with the new generation Videonics mixer, but again, it's a lot more complexity than I need and the MX-1 hasn't been all that impressive anyway.

Does anybody have a solution that would get me there for $3000 or less?
