Help Streaming... Can't Post

Hello,
I'm setting up a website for my church. We are also paying for a streaming media server for video.

My question is really about encoding the video.
,
I want one "play" link on the site that plays both the video and audio if you have a fast enough connection, but only audio if its too slow (like dialup).

I use Windows Media Encoder, and on the step where it asked what bitrates to encode in, I choose 148 & 340kbps. There is no option for audio only.

How do I do it?

I'm not sure, but you may have to encode a seperate stream just for audio. We stream some of our sports events through Teamline.com, and they usually have two selections, 1 for audio and 1 for video. Something you might want to investigate.
