How to Use Network Color Bars Can't Post

I work for an ABC affiliate TV station. Their network bars are not like
the bars that I am familiar with. They look like boxes of different
widths stacked on each other. When looking at these with a vector scope,
it looks like you set the three vectors at 90 degrees to each other.
Zero degrees, 90 degrees and 180 degrees.

Can you shed some light as to how these bars are to be used??
