flickering burned dvd's on computer but not tv

 On my newly rebuilt system (athlon 64 1 gig memory, built in nvideo with 128 mb allocated to it, windows xp professional) i have 2 dvd burners, both with 16x capability. regular dvd's play fine, but burned dvd's, either copied or burned with my pinnacle authoring program, have a green flicker effect on playback using any of the playback programs. However, these dvd's play fine on the regular dvd player attached to a television. in addition, mpegs made from edited media have the same effect but the ts files and the original captured tape footage play fine on the computer. please help
