I am wondering why 16x9 SD video is talked about?

Wouldn't people with new wide screen be interested in 16X9 SD since HDV is not available to them, when 4x3 video?

16:9 is a screen aspect ratio. It has nothing to do (directly) with the resolution of the image on that screen.

Lots and lots of people have widescreen TVs now, but do not yet have HD (I'm one of them). Shooting in HDV and delivering an SD widescreen product makes sense for these clients.
