I apologize if this post is off-topic for this forum. If this is off-topic for this forum if someone could refer me to a good forum/site it would be appreciated. I am looking for info regarding hardware or software that will allow viewing of video at specific time lapse intervals. I was able to locate info on long time lapse video, but I am interested in short time lapse, such as less than a second between frame views. I need something that would display video at a certain frame rate (say, 8 FPS) but would be adjustable/configurable to display a variable frame rate (such as 7.8 FPS, etc). It would need to be pretty exact, sampling the video stream at EXACTLY the same rate each time. I appreciate any info you could provide or any direction you could point me in for further research on this subject.
