surface-supplied video lights Can't Post

Has anyone any experience with building some surface-supplied video lights, what works and what not, what materials to use? Something cheap and reliable, and powerful.

I know some people have good experience with 400 watt metal halide HQI T bulbs, just 32000 lumens, around 20 or so 21 W HID lights ;-) But how to build the case for the bulb, is there anything for land-based use that you can easily make watertight?

Dual 50W HID like Halcyon Apollo would be OK for a beginning as well, but these cost way too much.
