Simple Judy
Simply while you have the timeline find the frame you want to use and then click on File -> Export Timeline -> Frame and then save under the location and filename you want to save.
Best,

Some additional steps for you...
After you export the frame from Premiere go to Photoshop
Open-Image Size-Check Constrain Proportions and Resample Image
and type in Resolution 300..After that press OK.
Now Image-Adjust-Auto Levels. If seems good then..
Filter-Sharpen-Unsharp Mask-Amount56-radious1-threshold0
and job done..
Save in TIFF for better quality or jpeg for small size.

Don't try to make anything higher than 4x6. I prefer 3.5x5.
Pick shots where you're not panning or they're not moving for sharper images. Sometimes, deinterlacing makes the picture look worse, look at it case by case. Sometimes dropping the picture to black and white will hide some DV blemishes.

If you shot with a Sony camera that uses a Memory Stick, like the VX2000, PD150, DSR250,etc.,than you could use the Memory stick to grab a still frame right from the tape. Than use the firewire port to print it to any small photo program, including the program that comes with the camera. The camera has the cable with Memory stick holder that inputs to the computer. You can also shoot stills using the Memory stick at the event.
I now take my digital still camera to weddings to get some stills for the VHS & DVD covers.
