Hey Moe,
A very simple way to do it is to use the 'Dip to Color' transition and set it at 10 frames. I've got a flash bulb audio clip I can send you that accentuates it nicely. There's also companies that make a flash specific filter that is a little more complicated to use - it's a filter and takes some practice before you get quick at it, but it's free:
